The plan covers the area bounded by South Blue Island Avenue on the west; by Roosevelt Road on the north; by Newberry Avenue and Morgan Street on the east; and by Maxwell Street, West 14th Place, and the right-of way of the Baltimore & Ohio Chicago Terminal Railroad and the Chicago and Northwestern Railway on the south.
